Los Alamos National Laboratory Program Manager 1/2 in Los Alamos, New Mexico

What You Will Do

This position will be filled at eitherthe Program Manager 1 or Program Manager 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Program Manager 1 $85,400 - $139,600

As a Program Manager 1, you will support a diverse portfolio of nuclear weapon systems and stockpile stewardship initiatives, life extension and modification efforts. You will collaborate with weapons production agencies, other PMs in the Pit Production Mission Integration Division, other sites within the Nuclear Security Enterprise, and with both Federal sponsors. The four PMs will support the Aries Program, Office of Science Programs, and Plutonium Modernization Programs. The PM role is to support the technical and administrative functions consistent with planning, scheduling, budgeting, customer service, and production. You willserve as the primary interface with an internal customer to develop and maintain relationships and to negotiate and define mission goals and programmatic deliverables, in accord with Laboratory capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole.

Program Manager 2 $103,500 - $172,800

In addition to what was outlined at the lower level, as the Program Manager 2you willprovide leadership, vision, and strategic and tactical planning for execution of an assigned portfolio consisting of one or more mid-sized and/or moderately complex programs impacting multiple organizations and may formulate, plan, and implement new program development initiatives in technical or operational disciplines. You will also integrate moderately complex program work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.

What You Need

Minimum Job Requirements:

Program Management: Entry-level knowledge of program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.

Technical Aptitude: Entry-level knowledge of the technical or operational discipline and regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s). Working knowledge and demonstrated experience and technical leadership in aspects of project management for a project, program, or operational activities.

Collaboration: Demonstrated experience in working effectively and calmly under pressure of deadlines and changing priorities, including taking the initiative and assuming responsibility for organization, prioritization and driving of multiple tasks to completion. Proven success working independently and as a contributing member of a team: being able to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.Working knowledge and demonstrated working experience on an integrated team.

Customer Service: Ability to develop and nurture effective internal customer relationships and to interact effectively with all levels of internal personnel; building trust, gaining consensus, and resolving conflicts.

Communication: Excellent oral and written communication skills including conducting presentations to various audiences.

Additional Job Requirements forProgram Manager 2:

In addition to the requirements outlined above, qualification at the higher level requ i res:

Program Management: Working knowledge and demonstrated experience in project management of technical or operational work, including developing project plans, work schedules, work packages or work orders; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.

Technical Aptitude: Ability to successfully execute Master Scheduler responsibilities (planning, scheduling, coordinating, and monitoring milestone deliverables) for multiple programmatic elements. Thorough understanding of production/manufacturing based tools and processes. Demonstrated ability to develop, implement, and govern Work Breakdown Structures, Project Management software applications, and associated project management fields.Working knowledge and demonstrated experience and technical leadership in aspects of project management for a project, program, or operational activities.

Collaboration: Demonstrated experience in working effectively and calmly under pressure of deadlines and changing priorities, including taking the initiative and assuming responsibility for organization, prioritization and driving of multiple tasks to completion. Program Manager 1 Education/Experience :Position requires a Bachelor’s Degree from an accredited institution and 2 years of directly related technical and project management experience;OR, an equivalent combination of education and experience directly related to the occupation.

Program Manager 2 Education/Experience :Position requires a Bachelor’s Degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Education: A BS degree in STEM field, industry certification and/or advanced degree preferred.

Leadership: Eight years applicable experience of demonstrated increasing responsibility. Direct operational or associated technical management. Experience working with senior leaders, program managers, and Federal sponsors.

Nuclear of High-hazard Operations Knowledge: Working knowledge and experience with nuclear or high-hazard operations.

Equipment installation experience: Working knowledge and experience with major process or R&D equipment installations in a challenging operating environment.
