What You Will Do
Provide technical and administrative support in all aspects of planning and developing construction procurement and contractual packages. Provide support functions for the Construction Management Center and for business operations associated with providing cellular and landline telephone services to the Laboratory. An experienced professional with excellent customer service skills who can work in a challenging and evolving environment
Key areas of responsibility will include serving as a primary point of contact; processing and archiving a variety of forms; payment of service carrier invoices and coordinating vouchering of customers. Managing telecommunications construction projects awarded to subcontractors through the Master Task Order Agreement "MTOA" for the laboratory. Daily management of work orders and purchasing ofsubcontract services. Processing requests for proposals, awarding and processing packages for final payment to the subcontractors and meeting guidelines mandated by ASM. Performing financial closeout activities in accordance with the Laboratory's approved procurement system and serving as a Designated Procurement Representative (DPR). Proficient in procurement specification practices related to telecom material, computer hardware, software, computer maintenance and professional services. Our Telecommunications Recharge and Business Operation teams provides full administrative, purchasing and management of a variety of telecommunication service.
What You Need
Minimum Job Requirements:
Advanced-level experience providing technical and administrative support in all aspects of planning and developing construction procurement and contractual packages. Providing high-level support requiring knowledge of an extensive body of rules and specialized functions, such as telephone service, procurement, complex calendar management, and meeting scheduling/logistics. Experience in using established methods and techniques in the successful execution of assigned LANL procurements. Proficient in procurement specification practices related to telecom material, computer hardware, software, computer maintenance and professional services.
Advanced-level knowledge and experience with Microsoft Office, including the demonstrated ability to independently interpret data and information to produce advanced Word documents, Excel spreadsheets, SharePoint and PowerPoint presentation. Good working knowledge of network/telephone applications and security. Experience in analyzing all relevant elements of supplier proposals including terms and conditions, special conditions, schedules and cost/price. Work with software developers to provide internal application development and support for the deployment of telephones and circuits, telecom infrastructure design and construction, E911 location updates, and the deployment of mobile devices.
Demonstrated ability to network effectively with other administrators and key contacts outside own area of expertise, both internal and external to the organization. Demonstrated experience in working closely with customers and suppliers to define expectations and mutual responsibilities. Ability to translate technical terms to layperson's team and present them with solutions for service delivery. The specialist provides support to the NIE-TS group's technical staff in the management of all procurement and maintenance contracts for telecommunications services and the maintenance of telecom facilities.
Demonstrated ability to calmly manage frequent interruptions and changing priorities; complete assignments without established procedures; be available, dependable, and punctual; and act as an informal team leader and/or facilitator when needed.
Requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the position
Additional Education and Training
Additional business school training
Good working knowledge of cellular telephone applications, security, and data use controls.
Two or more years' experience in Information Technology systems or an equivalent combination of education and experience
Demonstrated experience in working closely with customers and suppliers to define expectations and mutual responsibilities. Knowledge of Laboratory structure and administrative processes/tools such as LANL procurement, LANL domestic and foreign travel and LANL communication systems.
Location: This position will be physically located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
