Los Alamos National Laboratory Procedure Writer (Operations Support Specialist 3/4) in Los Alamos, New Mexico
What You Will Do
You will report to the TA55 Operations Manager providing operations support in developing, revising and conducting field verification of facility level procedures (detailed operating procedures, surveillance and technical procedures, in-service inspection procedures, system alignment checks, abnormal operating procedures, alarm response instructions, etc.,) to ensure compliance with the LANL Conduct of Operations Manual (P315), Integrated Work Management Manual (P300) and the DOE Writer’s Guide.
You will fill either the Operations Specialist 3 or 4 level, depending on your skills. Additional job responsibilities (outlined below) will be assigned if you are hired at the higher level.
Operations Support Specialist 3 ($77,300-$126,000)
As an Operations Support Specialist 3 you will assure safety and security compliance, maintain required safety and security training, , and make safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. This position coordinates various administrative functions in conjunction with or in support of operational program compliance, including planning, prioritizing, and scheduling of work activities. Coordinates budgeting, cost tracking, resource planning, and in placing procurements. You will coordinate the development of training, delivery of facility-level training, tracking and assurance of employee training/qualification. You will provide issues management and PAAA support for a diverse range of complex issues where analysis of data requires an in-depth evaluation of variable factors. This posiiton provides advanced-level customer service to internal and external customers and may serve as liaison between the Laboratory and various governmental agencies.
Operations Support Specialist 4 ($94,100-$155,700)
In addition to what was outlined at the lower level, at this level you will oversee the implementation of documentation systems and ensure compliance with all applicable document control and records management activities and security/compliance implications. The selected candidate will develop advanced concepts, techniques and standards based on professional principles and practices in relation to operational support activities. You may lead and oversee self-assessments and incident investigations and ensures accurate development and/or processing of any required reports and/or recommendations. You will ensure integration of facility specific requirements into readiness review and implementation verification review program documents and assist in delivery of readiness review training as required.

Minimum Job Requirements:
Work processes: Advanced knowledge and experience developing, revising, and approving technical work documents in accordance with the DOE Writers Guide, or equivalent, ensuring technical accuracy and compliance with all nuclear standards, processes and procedures.
Job Performance: Demonstrated ability to validate the technical basis of written procedures by reviewing the relevant technical and regulatory documents and performing operational walk downs.
Compliance: Advanced knowledge interpreting and enforcing DOE Orders pertaining to Nuclear Facilities ( DOE O 420.1c, Facility Safety and DOE O 422.1, Conduct of Operations)
Professional Level Experience: Demonstrated specific experience in System and Equipment Status Control, LO/TO and Independent Verification Techniques. Broad background in Mechanical and Electrical Plant Systems.
Communication: Excellent verbal and written communication skills, attention to detail and problem solving skills
Additional Job Requirements for (Operations Support Specialist 4):
In addition to the Job Requirements outlined above, qualification at the Operations Support Specialist 4 level requires:
Safety: Expert of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
Customer Service: Exceptional customer service, organizational skills, and ability to interact with all levels of personnel internal and external to the Laboratory.
Planning and Organization: Expertise in preparing and presenting facility operations reports; collecting and organizing data and maintaining auditable records.
Work Ethic: Ability to self-supervise and works under consultative direction toward predetermined long-range targets.
Qualifications: DOE Order 426.2 requires a BS, 2 years of job related experience, and 1 year of nuclear experience.
Operations Support Specialist 3 Education Required: Position requires a Bachelor’s Degree from an accredited institution and 5 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.
Operations Support Specialist 4 Education Required: Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.
Previous experience at a DOE Nuclear Facility, Naval Nuclear Propulsion Program or Commercial Nuclear Power Plant
Knowledge of LANL’s P315, Conduct of Operations Manual.
Knowledge of TA55 processes and systems

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
