Los Alamos National Laboratory Payroll Manager (Accounting Manager 3) in Los Alamos, New Mexico

Los Alamos National Laboratory is looking for a high caliber talent acquisition professional to collaborate with hiring managers in the search for some of the best and brightest talent on the planet.

Reporting to the Group Leader for Payroll and Benefit Accounting, this position is a working manager that will manage a team responsible for the payroll business processes that include the Laboratory's time collection and bi-weekly and interim payrolls for approximately 10,000 non-manual employees for an annual gross payroll that exceeds $1B. The team of 9 operates as a customer service and processing function. The processes utilize Oracle Payroll and Oracle Time and Labor, integrated with the Oracle ERP suite of applications used by HR, Finance and Accounting operations. This position will: manage the day-to-day work to timely completion in a fast-paced environment with strict deadlines while interacting with all levels of staff and management; build collaborative working relationships and form partnerships cross-functionally with peers and teams both internal and external to the Controller organization; work in partnership with HR and management to provide strategic solutions to forthcoming policy or program changes and formulate informed opinions and alternative solutions.

What You Need

Minimum Job Requirements:

Management

Demonstrated experience managing a team within a large, complex organization that includes coaching, developing and motivating employees, performance management, and overseeing the day-to-day work. Proven ability prioritizing and managing multiple responsibilities. Demonstrated ability to interpret policy and ensure compliance via payroll/time collection systems, processes and controls. Ability to proactively identify and implement process improvements and lead efforts to execute solutions.

Payroll/Regulations

Demonstrated experience with a large payroll function with complex customer requirements and a broad understanding of accounting and finance functions. Demonstrated knowledge of accounting/financial concepts and principles that include Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS) and proper application of internal controls for a payroll operation. Demonstrated knowledge of IRS regulations and year-end payroll reporting requirements; local, state, federal and DOL regulations and reporting requirements. Strong problem solving and analytical skills; demonstrated ability to research payroll and business issues.

System Experience

General understanding of payroll and time and labor configurations to support requirements gathering and troubleshooting. Experience with Microsoft Office tool, especially Outlook, Excel, Word, and PowerPoint.

Communication/Teamwork

Demonstrated experience in the following: communicating and presenting detailed, complex information in an understandable manner across a diverse range of audiences; effectively interacting with all levels of staff and management; excellent interpersonal, verbal and written communication skills; demonstrated ability to work effectively within a team with stringent deadlines, interruptions and changing priorities with a high degree of accuracy.

Education and Years of Relevant Experience

Bachelor’s Degree in Accounting, Finance, Business Administration or a related field from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. An advanced degree or certification, such as a CPA license may be desirable.

Desired Qualifications:

  • Certified Payroll Professional (CPP) certification a plus.

  • Experience using Enterprise software in support of business operations is a plus.

  • Experience with Oracle.

  • Technical acumen is a plus.

  • Experience with DOE and/or government regulation and audits.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served at least one year of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
