Los Alamos National Laboratory Manager of Projects 5 in Los Alamos, New Mexico

What You Will Do

Los Alamos National Laboratory has established a new Directorate to manage the execution of major capital projects related to infrastructure required to meet plutonium pit production deliverables. This is an opportunity for an exceptional project professional that will work directly with senior leadership to ensure execution of the new Plutonium infrastructure Directorate capital construction project portfolio. The Directorate is at the center of execution of capital projects in and around the Los Alamos National Laboratory’s plutonium pit production facilities for U.S. nuclear weapons and is focused on sustaining the current stockpile; providing life extensions of the stockpile; and helping to ensure the safety, security, and effectiveness of the U.S. nuclear deterrent. Reporting to the Senior Director for Project Execution this position is critically important to the safe and efficient execution of infrastructure projects. The Manager of Projects (MOP) 5 will provide the capabilities and relevant Laboratory elements to successfully deliver excellence in safe execution of construction projects and assure performance against relevant prime contract elements. Specifically, the MOP 5 is expected to be the lead project manager, assist in all planning and execution activities, and serve as line manager for all deployed Project Managers and other functions in support of executing all phases of Capital Projects. This position will report administratively to one of the Senior Directors in Plutonium Infrastructure

The MOP 5 is responsible for: Integrated Safety Management (ISM) line management, leading continuous improvement for project management, responsible for all aspects of personnel management, including but not limited to: recruiting, employee hiring and on-boarding processes managing headcount, forecasting and budget(s) associated with group, directing assignments, training, providing continuous performance management including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation. Interfaces with the Senior Director as well as the functional managers to define the scope of the portfolios and develop strategies and plans to address project needs. This includes developing resource needs, logistics, and assistance to management on matters dealing with Laboratory policies and procedures to ensure compliance, implements project management policies, plans, and programs for the orderly execution of project including monitoring the execution of deliverables.

Minimum Job Requirements:

Technical Leadership

Advanced leadership and management (organize, direct, control) of a technically oriented project management team in the execution of all levels of projects, including supervision and development of employees. Advanced e xperience managing construction projects including proactively managing project scope, schedule and budget including use of Earned Value Management Systems (EVMS). Demonstrated successful experience identifying potential p roject risks, developing risk mi tigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of a project.

Technical Excellence

Advanced knowledge and demonstrated experience managingnuclear facility and or programmatic project work. Project experience with DOE O 413.3B projects or equivalent system of requirements. Expert knowledge and expertise in the areas of construction, engineering, procurement and other project-related activities, including their interfaces and inter-dependencies.Strong understanding of financial analysis and planning concepts. Management experience in all project management functions—including formal EVMS. Advanced knowledge of and demonstrated experience in project management of technical or operational work including developing project execution plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions. Advanced broad knowledge of industry standards.

Demonstrated ability to establish and maintain strong and effective customer relations. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and to facilitate employee self-development. Demonstrated successful experience interfacing with program, project, and line management to develop clear and executable action plans to address issues or needs.

Personal Leadership

Proven leadership and management in the following areas: personnel management, customer engagement, financial and schedule management.

Communication

Excellent interpersonal, oral and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries.

Compliance and Security

Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment

Education/Experience

Position requires a Bachelor’s Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation (if no Bachelor’s Degree then a minimum of 20 years of related experience).

Desired Qualifications:

LANL Operations

Familiarity in nuclear facility operations or other highly complex, hazardous operations, particularly as it pertains to the Los Alamos National Laboratory Mission.

Stakeholder relations

Experience working with federal clients at headquarters or field office level in a strategic manner to maximize client satisfaction.

Certifications

Project Management Institute Project Management Professional (PMP)® certification or equivalent.

Clearance

Active DOE Q clearance desired

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
