Los Alamos National Laboratory Manager of Projects 4 in Los Alamos, New Mexico

What You Will Do

The Manager of Project (MOP) will support and report to the TA-55 Capital Projects Area Project Manager. The MOP will assist in:

  • Managing Project Managers and Project Coordinators to deliver PF-4 Equipment Installs and D&D projects within cost and schedule.

  • Provides counsel, advice, and assistance to management on matters dealing with DOE contract compliance, and/or Laboratory policies and procedures to ensure compliance.

  • Provide guidance and interpretation of policies and programs concerning project management.

  • Contributes to the formulation and recommends project management policies, plans, and programs for the orderly execution of projects.

  • Establishment and implementation of staffing plans for the project management function.

  • Regularly monitoring the progress of active projects and ensure that responsible actions are being taken by members of the project management team.

  • Directing the activities of assigned staff and provides for proper delegation of management authority, responsibility, and accountability.

  • Review and approval of project man-hours estimates for use in estimates and forecasts.

  • Integrating significant, unique, and/or complex project work with other laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.

  • Review and approval of the release of project cost estimates, schedules, major trends, and forecasts to customers. Also reviews and approves major changes or deviations to these control documents.

  • Developing continuous improvement awareness for project management such that the function is viewed as the leader of the process within the project teams.

  • Directing the project management function in the execution of major projects.

  • Recommending personnel actions for project operations staff and other assigned staff.

  • Ensures that interdepartmental problems are resolved promptly and that an integrated approach is followed in the performance of the project.

  • Clearly communicating expectations in the areas of safety and security.

Typical projects include complex plutonium facility glovebox/equipment D&D and installations. Projects are typically a subset of, and funded by, a Plutonium Science and Manufacturing program, such as Pu Sustainment, Pu238, MR&R, Pit Surveillance, CMRR, LAP4, and RTBF (e.g., RLUOB AC/MC Capability Transfer Project, etc.). Some projects may report to other external organizations such as National Nuclear Security Administration (NNSA).

What You Need

Location: This position will be physically located in Los Alamos.This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion.Ability to report on-site is a must for this position.

  • Working to advanced knowledge of and demonstrated experience in project managementoftechnicaloroperationalwork,includingdevelopingprojectplans,work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.

  • Demonstrated knowledge inkeyinterfaceareassupportingnuclearfacilities;includingbutnotlimited to, criticality safety, radiological protection, safety basis, industrial safety, physical and information security, environmental compliance, NQA-1 implementation, Conduct of Engineering, readiness assessments, high hazard operations, waste management, analytical chemistry, and metaloperations.

  • Working knowledge of LANL SD350, Project Management for Capital Asset Acquisition and Construction

  • Knowledge of and experience with ALDWP programs, including technical and operationaldisciplines.

  • Professional registration in engineering and/or Project ManagementInstitute certification.

Education :Position requires a Bachelor’s Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Where You Will Work

TheselectedcandidatewillreporttoEquipment Installs Project Management Organization within the Capital Projects Directorate (ALDCP) and TA55 Capital Projects Division. Equipment Installs assignments involve work in Hazard Category-2, Security level-1 nuclear facility. The Equipment Installs organization manages and ensures the timely completion of discrete technical and/or equipment installation and D&D projects; establishes technical requirements for the project, defines project deliverables, budgets, and schedules; and oversees the project team in the planning, tracking, and execution of the project from initiation to readiness and turnover. Equipment Installs establishes requirements and negotiates baselines with the cognizant program managers or other stakeholders. Equipment Installs partners with ALDWP operational organizations, LANL oversite and technical organizations, outside A&E engineering organizations; technical engineering organizations, TA-55 Facility support functions, Program Management, and with the Facility Operations Directors at TA-55 to accomplish program project objectives.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 .
