Los Alamos National Laboratory IT Program Manager 4 in Los Alamos, New Mexico

What You Will Do

This posting is for an IT Program Manager 4 in the Information Technology Project Management (ITPM) Group in the Service Innovation Division, which is part of the Associate Level Directorate, Business Management (ALDBUS). The SI-ITPM group provides IT project/program management to ensure IT projects achieve success and deliver expected outcome within scope, schedule, and budget. SI-ITPM Group implements project management tools and systems to improve strategic planning, executing/monitoring, and closeout of projects.

User your skills and subject matter expertise to provide the leadership and overall management of one or more assigned technical or operational portfolios, which may be large or medium in total budget and may encompass one or more discrete Information Technology or Information Security programs.

What You Need

Minimum Job Requirements:

Leadership

Demonstrated experience managing providing the leadership, vision, and strategic and tactical planning for execution of an assigned I&T portfolio consisting of one or more large and/or highly complex I&T programs impacting multiple organizations and may formulate, plan, and implement new I&T program development initiatives in technical or operational disciplines.

Strategic Collaboration

Experience interacting with high-level customers or stakeholders, fostering effective working relationships, to develop, negotiate, and define mission goals and programmatic deliverables, in accord with LANL capabilities, capacities, and priorities, that balance the best interests of the customer, the I&T program, and the institution as a whole.

Regulation and Compliance

Expert-level knowledge of regulatory and Laboratory requirements related to programmatic work of assigned I&T portfolio(s).

Project management methodologies, principals, and frameworks

Expert knowledge of Waterfall, Agile, Scrum, Kanban, Lean, Six Sigma, and Lean Six Sigma and advanced-level of experience in working with scrum teams, scrum master, and product/service owners.

Program Management

  • Expert-level knowledge of and consultative experience in all aspects of program management of IT or InfoSec technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; managing change control, and managing risk.

  • Expert-level knowledge of the technical or operational discipline of the assigned portfolio(s), e.g., I&T Governance, Enterprise Architecture, Information Architecture, IT Systems Engineering.

  • Advanced-level of experience working with scrum teams, scrum master, and product/service owners.

  • Expert experience developing and nurturing effective customer and stakeholder relationships.

Education and Years of Relevant Experience

Requires a Bachelor’s degree (Master’s degree is desirable) and a minimum of 12 years related experience, or an equivalent combination of education and experience. Professional certification is desirable (e.g., PMP, CSM, CSPO, MCSE, CISSP, CCNA, etc.).

Additional Education and Certifications

Current (e.g., PMP, CSM, CSPO, MCSE, CISSP, CCNA, etc.) certification preferred.

Federal/DOE

Previous experience managing projects in the Federal sector and/or DOE/NNSA nuclear complex and/or knowledge of Los Alamos National Laboratory (LANL) structural organization, history, and culture.

Clearance Active DOE “Q” or other Top Secret clearance

Active DOE “Q” or other Top Secret clearance.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 .
