What You Will Do
This position will be filled at either the IT Program Manager 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
This posting is for an IT Program Manager 3/4 in the Information Technology Project Management (ITPM) Group in the Service Innovation Division, which is part of the Associate Level Directorate for Business Services (ALDBUS). The SI-ITPM group provides IT project/program management to ensure IT projects achieve success and deliver expected outcome within scope, schedule, and budget. SI-ITPM Group implements project management tools and systems to improve strategic planning, executing/monitoring, and closeout of projects.
IT Program Manager 3 ($113,000 - $190,000)
The IT Program Manager 3 will use their advanced-level skills and expertise to provide the leadership and overall management of one or more assigned technical or operational portfolios, which may be medium to large sized-efforts in total budget and may encompass one or more discrete Information Technology or Information Security programs. With a high level of autonomy, they will define program work scope, schedules, budgets, priorities, and performance milestones; develop cost, scope, and schedule baselines; report cost and schedule variance; manage change control, and manage portfolio risk.
IT Program Manager 4 ($125,200 - $210,600)
In addition to what was outlined at the lower level, at this level the IT Program Manager 4 will provide expert-level consultative experience in all aspects of program management of IT, information security, or cyber security technical or operational work.
What You Need
Minimum Job Requirements:
Demonstrated experience providing the leadership, vision, and strategic and tactical planning for the execution of one or more large and/or highly complex Information and Technology portfolios. This level of portfolio experience is expected to impact multiple organizations and may involve formulating, planning, and implementing new I&T program development initiatives in technical or operational disciplines.
Experience interacting with high-level customers or stakeholders, fostering effective working relationships, developing, negotiating, and defining mission goals and programmatic deliverables, in accord with organizational capabilities, capacities, and priorities. Experience in balancing the best interests of the customer, the I&T program, and the institution as a whole.
Regulation and Compliance
Advanced-level knowledge of federal regulatory requirements related to programmatic work of assigned I&T portfolio(s).
Portfolio and Program Management
Advanced-level knowledge of at least one technical or operational discipline portfolios, e.g., I&T Governance, Enterprise Architecture, Information Architecture, Cyber Security, or IT Systems Engineering.
Work Package Development
Advanced knowledge and experience in the development and execution of work package management and budget.
Project management methodologies, principals, and frameworks
Advanced knowledge in one or more principles of Waterfall, Agile, Scrum, Kanban, Lean, Six Sigma or Lean Six Sigma.
Additional Job Requirements for IT Program Manager 4:
In addition to the requirements outlined above, qualification at the higher level requires:
The IT Program Manager 4 should be an expert in their field in all of the areas outlined above, with consultative experience in all aspects of program management of IT or information security technical or operational work. The level 4 should have Portfolio and Program Management experience in multiple technical or operational disciplines.
Training/Certifications: PMP certification required for the level 4.
Education/Experience for IT Program Manager 3: Position requires a Bachelor’s Degree in a related field and 8 years of experience; or, an equivalent combination of education and experience directly related to the occupation. Postgraduate degree in related field may serve as years of related experience.
Education/Experience for IT Program Manager 4: Requires a Bachelor’s degree and a minimum of 12 years related experience, or an equivalent combination of education and experience.
Current certifications, e.g., PMP (for the level 3), ITIL, CSM, CSPO, MCSE, CISSP, CCNA, Change Management etc.
Experience in working with scrum teams, scrum master, and product/service owners.
Previous experience managing projects in the Federal sector and/or DOE/NNSA nuclear complex and/or knowledge of Los Alamos National Laboratory (LANL) structural organization, history, and culture.
Active DOE “Q” or other clearance.
Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. Employee participation in the Telework Pilot may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.

for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
