Los Alamos National Laboratory Hazards Analyst (Emergency Planning & Preparedness Specialist 2/3) in Los Alamos, New Mexico
What You Will Do
The Safeguards Planning and Analysis Group (SAFE-PA) is seeking a candidate to work and grow as a member of the All- Hazards Technical Panning Basis team responsible for implementing the cross-cutting and complex Emergency Management Hazardous Material Program at Los Alamos National Laboratory (LANL).
This position will be filled at either the Hazards Analyst 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Emergency Planning and Preparedness Specialist 2: $77,300-$126,000
The selected candidate will contribute to the success of the SAFE PA Group by conducting basic to intermediate components of technical analyses by developing and maintaining key technical programs and deliverables associated with the development and maintenance of the site’s Emergency Management Hazardous Material Program to include:(1) Emergency Planning Hazards Assessments (EPHAs) policies, plans, and procedures, and LANL/NNSA/DOE All-Hazards EPHA Technical Basis documents and reports. (2) Hazardous Material Dispersion Analysis (3) All-Hazards Surveys (HS’s) (4) Emergency Technical Support Center (ETSC) Consequence Assessment Team (CAT) and Coordinator Emergency Response Organization (ERO) roles and responsibilities (5) Readiness assurance program support; (6) Facility preparedness program support; (7) Vulnerability Assessment (VA) and analysis support.
In addition, the skills to use/support a multiprocessor-based consequence assessment model/analysis/graphic system accessed via a web interface and employing a mysql database in an Ubuntu Linux environment is desired.
Emergency Planning and Preparedness Specialist 3: $94,100-$155,700
In addition to what was outlined at the lower level, at this level the selected candidate would be required to conduct complex analysis and produce independent and professional results, conduct audits and appraisals of selected processes/functions; analyze, consult, interpret and apply advanced technical and scientific methods as outlined in DOE Orders, Guides and in SAFE-PA processes and procedures.
What You Need
Minimum Job Requirements:
Demonstrated knowledge of Department of Energy, Department of Homeland Security, or other federal and/or state and local regulations pertaining to the field of emergency management and/or All-Hazards Technical Planning Basis.
Skill and experience supporting one or more, of the below emergency management activities:
Developing Emergency Planning Hazards Assessments and Hazards Surveys.
Developing emergency management policies, plans, procedures, checklists, etc.
Planning and conducting emergency management drills and/or exercises.
Designing and instructing emergency management related courses or materials to diverse audiences.
Performing readiness assurance activities such as assessments and evaluations.
Consequence assessment modeling software and/or similar software applications
Demonstrated successful experience working in a team environment.
Experience in preparing and presenting reports, and presentation of recommendations to diverse audiences of internal/external customers.
Additional Job Requirements for Hazards Analyst (Emergency Planning and Preparedness Specialist 3):
In addition to the Job Requirements outlined above, qualification at emergency Planning and Preparedness Specialist 3 level requ i res:
Demonstrated knowledge in independently developing, implementing, and maintaining Emergency Planning Hazards Assessment analysis (or similar) using dispersion analysis software programs.
Demonstrated knowledge in consulting/conducting research, investigating alternative solutions, and recommending solutions on problems affecting emergency planning and preparedness.
Education/Experience at Emergency Planning and Preparedness Specialist 2 level :
Position requires a Bachelor’s degree and a minimum of 5 years of related experience, or an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desired.
Education/Experience at Emergency Planning and Preparedness Specialist 3 level :
Position requires a Bachelor’s Degree and a minimum 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected
Demonstrated experience working in an Emergency Operations Center (EOC).
Working knowledge of laboratory operations and the Laboratory’s emergency management program.
Knowledge in hazardous material characteristics and properties.
Computer Assisted Protective Action Recommendation System (CAPARS) knowledge and experience.
Software development and maintenance experience
Experience in Software Quality Assurance processes and performing editorial and technical reviews of emergency management or related technical documents.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
