The Operational Readiness Implementation Division (ORI-DO) is seeking an expert-level Learning Specialist to directly support training programs within the Training & Mission Services group (ORI-1). The primary core tasks of the position will support the Associate Laboratory Directorate for Weapons Production (ALDWP) Technical Area 55 (TA-55) Facility Operations Director (FOD) with formal qualification and certification of operations personnel in the Plutonium Facility (PF-4).
The Learning Specialist 4 will report directly to the Facility Training Team First Line Manager (FLM). The selected individual will perform both day-to-day and strategic training program leadership for the assigned customer, including consultation on the interpretation and applicability of various requirements and drivers. The chosen candidate will have the responsibility and accountability to execute work that supports important training deliverables while setting the standard for utmost professional behavior and integrity in the workplace at all times.
Key responsibilities include:
Representing all aspects of facility training programs before stakeholders and regulators.
Working with customers, stakeholders and regulators to assure training programs meet customer needs, regulatory drivers and contractual requirements.
Providing expert guidance in interpreting regulations and policies to ensure compliance.
Developing, implementing, and maintaining training documents and records, both physical and electronic.
Providing expert-level consultative customer service to internal and external customers.
Researching complex training and education issues and recommending creative and effective solutions.
Developing, implementing, and maintaining compliant and high-quality course materials such as live classroom, on-the-job and/or web-based training for diverse audiences.
Mentoring, coaching, and training other staff within the field.
Participating or leading assessments, incident investigations, root cause analyses, data analysis, project management, and critiques as assigned.
Providing expert-level input to and perform various administrative functions in conjunction with or in support of operational program compliance, including planning, prioritizing, and scheduling of work activities, resource planning, and placing procurements for subcontractor/vendor training activities.
Performing hands-on application of the work in varying and different operational environments within area of expertise and as assigned, including conducting classroom training and OJT.
Using an LMS on a daily basis to design, build and implement training programs, as well as tracking completion of training assignments; using LMS data to provide customized reporting that adds value to the business needs of the organization served.
Participating in knowledge preservation, capture, and transfer projects in support of learning deliverables as desired by the customer.
What You Need
Minimum Job Requirements:
Knowledge and Expertise: Significant demonstrated experience inapplying the Systematic Approach to Training (SAT) with accuracy, completeness and in combination with a solutions-based mindset. Demonstrated experience in training program assessments and associated requirements in an operational environment. Broad expertise or unique knowledge of learning theory and performance-based training techniques.
Performance: Seasoned expert in gathering requirements, performing analysis, designing training programs, developing individual training products, implementing training and evaluating outcomes for a continuous feedback and improvement cycle. Ability to effectively utilize the Laboratory’s learning management system (LMS) in conjunction with the entire SAT process. Exceptional documentation skills. Ability to handle multiple competing priorities in a complex, fast-paced operational environment where contributions have direct impact on mission success.
Accountability: Experience working with confidential or proprietary information, classified documents or sensitive information, including PII training records. Strong understanding of safety and security requirements to individual responsibility and as applicable to training activities. Able to use independent judgement for determining course of action to accomplish objectives.
Communication and Customer Service: Demonstrated skill with interpersonal, written and verbal communications. Ability to transfer knowledge effectively to both technical and non-technical personnel, plus create formal networks involving coordination among groups internal and external to the organization.
Education/Experience: Requires a Bachelor’s Degree in a related field and 10 years of related experience, or an equivalent combination of education and experience directly related to the occupation.
DOE Order 426.2: Requires a BA Degree and 1 year of job-related experience.Instructional Analysts/Developers should have a baccalaureate degree in Training or Education. The Instructional Analyst/Developer must have courses in education or training that focus on instructional analysis, design, development, delivery and testing, as well as evaluation of training programs, if not included in the baccalaureate course material.
Expertise with DOE O 426.2 training requirements and the application thereof.
Expertise in nuclear facility-related subject matter areas (e.g. radiation protection, criticality safety, nuclear material control accountability, integrated safety, conduct of operations, engineering, maintenance).
Experience with the subcontractor/vendor procurement process and/or familiarity with applicable Exhibit documents.
Experience as an AP-01000 Preparer for training documents.
Masters degree in a related field.
DOE Q-Clearance and Human Reliability Program (HRP) certification.
Essential Job Functions (can perform with or without reasonable accommodation): Color discrimination, peripheral vision, depth perception, ability to hear in a normal range (500 to 3000 htz), standing, walking, typing or keyboarding.
Note to Applicants:
This position will work in both an administrative office environment, as well as a hands-on training environment with the option to telework depending on the assigned customer’s preference. Unescorted access to ALDWP nuclear facilities is required in order to oversee and participate in training activities, if/when needed.

Location: This position will be physically located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
