Los Alamos National Laboratory Deputy Division Leader (IT Manager 5) in Los Alamos, New Mexico

What You Will Do

The work we do at Los Alamos National Laboratory (LANL) matters to our country and the world! As the Deputy Division Leader (DDL) for the Software and Applications Engineering Division (SAE), the Service Innovation Division (SI) or the eXerience Information Technology Division (XIT) in the Business Management Directorate (ALDBUS), you will collaborate with the Division Leader to lead and advance an IT division for one of the most important research institutions in the world.

The DDL is a key member of the IT leadership team responsible for contributing to and supporting the strategic direction for the division, providing oversight on IT initiatives, working with, and supporting the group leadership, developing and maintaining good customer and cross-organizational relations, promoting a strong safety, security and ethics culture, and assisting the Division Leader on other duties as assigned.

Responsibilities include:

  • Key contributor in the development and execution of vision, strategic plans, and goals for the division

  • Assist in the oversight of service delivery

  • Collaboration with federal oversight, Office of the CIO, internal customers, stakeholders and peer organizations to achieve alignment between institutional priorities and allocation of resources

  • Organizational management, including budgeting, forecasting and financial management, capabilities and staff development, succession planning, personnel, and salary management, and ensuring a safe and secure workplace

SAE - Reporting to the CIO, the division of 170+ talented scrum masters, analysts, developers, and middleware and database experts delivers a broad range of IT services including support for core business operations, medical, environmental, safety, security and programmatic needs.

SI - Reporting to the CIO, the division of 120+ talented IT Project Managers, IT Policy Specialists, IT Program Managers, and Documents and Records Information Specialists delivers a broad range of IT project services and institution-wide document and records management services.

XIT- Reporting to the CIO, the division of 310+ talented Solution Architects, Computer System Professionals, Computer System Technicians, and Cyber Security Technical Staff employees, provides the varied Laboratory organizations with Information Technology experts who design, build and support their mission-driven technical needs, on the unclassified and classified networks through several different service touchpoints.

Minimum Job Requirements:

Information Technology Strategy

Broad knowledge and demonstrated experience collaborating with IT leadership and business customers to effectively deliver business and operations solutions for a large diverse organization. This includes determining organizational objectives and interpreting company policies, establishing operational objectives and work plans, and empowering subordinates to execute.

Leadership

Demonstrated experience managing cross functional IT teams through high-level managers and technical professionals for a large IT organization. Demonstrated experience leading change in an organization through strategic planning and tactical operations management.

Strategic Collaboration

Experience interacting with sister IT and functional customer organizations, fostering effective working relationships, and communicating complex information to a wide variety of stakeholders, including the ability to evolve your thinking, influence and motivate others, and/or gain acceptance in sensitive situations while fostering strong relationships.

Business Management and Development

Demonstrated business management and development skills; ability to develop and administer budgets, schedules, and performance standards for an organizational unit, as well as use data to build cases for necessary change, measure progress and demonstrate success. Demonstrated experience working with and/or within an IT organization to provide innovative business solutions.

Education and Years of Relevant Experience

Position requires a Bachelor’s Degree in Computer Science, Information Systems or related field from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Institutional Acumen

Foster effective working relationships with Laboratory senior management, ALDBUS managers, internal and external customers to ensure effective execution of work on IT initiatives. Understand mission and operations in order to best serve the institution with the technology needed to support Laboratory mission and operations. Enable collaboration with customers, stakeholders and ALDBUS peer organizations to achieve alignment between institutional priorities, policies, and allocation of resources.

Desired Qualifications:

Additional Experience Desired

Previous experience managing the transformation of an IT organization to an Agile environment with fully functioning scrum teams and extensive automation in support of DevSecOps, transitioning to a hybrid model with both on premise and cloud solutions, and transitioning to cloud based development (e.g. AWS, MS Azure Platform as a Service PaaS).

Previous project management experience overseeing all aspects of projects including the ability to research, understand, and apply new concepts and best practices.

Experience managing deployed staff and managing or implementing Document Control and Records Management systems or programs.

Previous experience in maturing an organization’s service delivery capability through standardization and formality of operations in order to maximize the end-user experience and create efficiencies to allow for constantly evolving technology.

Demonstrated experience with collaboration across organizational boundaries and the ability to manage customer relationships in a positive manner. Excellent interpersonal, communication, and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external constituents.

Demonstrated experience with cyber security related technologies and practices. Experience supporting and managing a classified computing environment.

Federal/DOE

Previous experience managing an IT organization in the Federal sector and/or DOE/NNSA nuclear complex and/or knowledge of Los Alamos National Laboratory (LANL) structural organization, business functions, history, and culture.

Clearance

Active DOE “Q” or other Top Secret clearance.

Location:

This position will be part of the Laboratory’s Telework Program and may work from a remote/home location within a two-hour ground commute of the Laboratory. As a manager you may be required to report to meetings or on-site activities at anytime.
