Los Alamos National Laboratory Data Sciences Program Manager (Program Manager 3/4) in Los Alamos, New Mexico

What You Will Do

The LANL Global Security Intelligence and Emerging Threats (GS‐IET) program office is seeking applicants for a Program Manager (PM) 3 or PM 4, who will report directly to the GS‐IET Program Director. The position requires leveraging of LANL capabilities in data sciences, computation, artificial intelligence and machine learning to provide technical and engineering solutions to address the US Intelligence Community (IC) mission needs and requirements. The selected Program Manager will initiate and maintain outreach to multiple US IC agencies to execute programs that address current priorities and also identify areas of potential future support to the IC. The PM will serve as LANL’s primary interface to the IC on matters of data sciences, computation, artificial intelligence, and machine learning and must be capable of understanding customer needs and developing LANL solutions to address them. The PM will seek science and technology solutions from across the breath of LANL while ensuring that delivered solutions are responsive to customer mission areas and needs.

This position will be filled at either a Program Manager 3 or 4 level, depending on the skills and experience of the selected candidate. Exceptional candidates may be considered for a higher‐level position, and additional job responsibilities will be assigned if the candidate is hired at the higher level. The selected Program Manager will help to lead the workforce in creating and sustaining an inclusive work environment by enabling innovation and creativity through diverse thoughts and ideas.

Program Manager 3 $122,200 - $205,900

At this level, the candidate will be expected to:

  • Have knowledge of LANL Global Security Programs, or US Government IC programs of record, particularly as they relate to data sciences, computation, artificial intelligence and machine learning.

  • Partner with multiple line organizations, ensure the on‐time delivery of funded scope.

  • Communicate program status with sponsors and fulfill formal reporting requirements.

  • Engage with stakeholders from across the IC while seeking to identify opportunities for LANL science and technology capabilities to be applied to unmet customer requirements.

  • Broadly communicate stakeholder needs and proposal opportunities to LANL organizations and subject matter experts.

  • Engage in LANL forums, such as LDRD Strategic Investment Plan and R&D Central, to solicit, encourage, and develop new and innovative technical solutions for programs under your purview.

  • Mentor and provide guidance to proposal teams.

  • Use program development funds to promote strategic objectives and enable capture strategies.

  • Support laboratory priorities in operational security, safety, environmental compliance, quality, contractor assurance, and business imperatives.

  • Establish goals and metrics for new budget authority in this area.

  • Negotiate scope, schedule, budget and performance requirements.

  • Solicit, encourage, and develop new and innovative technical solutions for programs in the Data Science portfolio.

Program Manager 4 $132,500 - $229,900

In addition to the duties outlined above, the Program Manager 4:

  • Rapidly form multi‐disciplinary teams to develop proposals in response to formal and informal proposal opportunities.

  • Develop new environments for communication, as necessary.

  • Serve as an integrating agent for high‐level customers in the IC and within LANL, with responsibility for negotiating and authorizing work and allocating resources.

  • Uses independent judgment to identify potential portfolio risks, develop risk mitigation strategies, and recommend risk acceptance/avoidance for all aspects of the portfolio.

  • Integrates significant, unique, and/or complex program work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.

  • Serves as the representative of the high‐level external customer(s) within the Laboratory.

  • In partnership with multiple line organizations, disruptively applies advanced science, technology, and analytic products that enhance the Nation’s competitiveness and resiliency in the data sciences, computation, artificial intelligence and machine learning domains.

What You Need

Minimum Job Requirements:

  • Detailed technical knowledge of state-of-the-art science and technology standards for data science, computation, artificial intelligence and machine learning. Extensive knowledge of the national security data sciences enterprise ranging from capability providers to the end user.

  • Demonstrated experience in the execution of technical programs, resource planning and allocation, and strategic planning. Excellent interpersonal, oral and written communication skills. Degree in a relevant field of science or engineering.

  • The ability to travel in support of program objectives approximately one week per month.

  • Advanced degree in a relevant field of science or engineering.

  • The ability to obtain and maintain a Q/SCI clearance.

  • Additional Job Requirements for higher level title:

  • In addition to the requirements outlined above, the Program Manager 4 requires:

  • Demonstrated experience interacting with and briefing high‐level external customers.

  • Demonstrated ability to build and grow both internal and external organizational relationships and programs, and effectively build teams from across the laboratory.

  • Demonstrated experience in strategic planning, resource planning and allocation, setting objectives, and meeting milestones.

Education/Experience Requirement for Program Manager 3

Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

At this level an advanced degree may be expected.

Education/Experience for Program Manager 4:

Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

At this level an advanced degree may be expected.

Desired Qualifications:

  • Knowledge of data science, computation, artificial intelligence and machine learning programs and initiatives under the auspices of the Intelligence Community.

  • Broad knowledge of LANL organization and science and technology capabilities.

  • Experience in managing personnel, and conflict; negotiating agreements; delegating authority, and building consensus within a team.

  • Formal project management training.

  • Change of Station (COS), Intergovernmental Personnel Act (IPA), or USG service experience.

  • An active Q or DOD Top Secret clearance.

  • An active SCI clearance.

Location: The position is physically located in Los Alamos, New Mexico.
