Los Alamos National Laboratory Conduct of Operations Mentor (Technical Project Manager 4) in Los Alamos, New Mexico

What You Will Do

The Operational Readiness and Execution Group is seeking a Technical Project Manager to support important national security missions at LANL for Plutonium Infrastructure (ADLPI). ORI-2’s primary core functions are to support Causals and Trending Assessments; Readiness & Conduct of Operations; Safety Management & Engineering; Manufacturing Systems; Tactical Scheduling; Nuclear Materials Management; and Industrial Engineering.

The Technical Project Manager (TPM) 4 reports to the Readiness and Conduct of Operations First Line Manager. As a TPM4 you will lead efforts supporting craft construction work in a nuclear facility, in support of critical Plutonium Infrastructure projects. The TPM4 will guide review of integrated work procedures, risk identification, and provide meaningful feedback to improve work execution during, and provide solutions. The TPM4 will work within established Laboratory requirements for supporting readiness for the startup of new nuclear facilities, equipment, and operations, as well as for the restart of existing operations or equipment. The selected candidate will need to be an excellent problem-solver, and be able to anticipate challenges or obstacles and tactfully resolve them with minimal supervision. This position works collaboratively with a broad range of staff from different organizations, as well as staff and contractors assigned to the organization. The TPM will develop and implement process improvements, provide on-going technical conduct of operations/readiness and support group initiatives as directed by the Division.

The work performed by ALDPI is largely support on swing and graveyard shifts, and as such this position will be required to work a similar schedule to ensure full coverage.

Job Duties:

1.Provides conduct of operations mentoring and coaching to workers and supervisors.

2.Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

3.Serves as the primary interface between the division and line management for mid-sized, large and/or complex assignments.

4.Provides leadership and tactical planning for execution of large and/or complex assignments and applies technical or operational knowledge and experience to achieve the objectives.

5.For assignments supporting implementation of a site wide LANL program such as Conduct of Operations, acts as a broker between programs and line managers.

6.Applies knowledge and experience to develop instructions, procedures, standing orders, and reports.

7.Demonstrates good judgment in negotiating with line managers to ensure that resources are available to accomplish the work, and to marshal resources to complete assigned deliverables.

8.Monitors performance and manages, under change control, the assignment scope, schedule, budget, and technical baselines.

9.Demonstrates good judgment in identifying potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project(s).

10.Under limited direction, serves as the primary spokesperson to report assignment status and issues to various levels of management and workers.

11.Serves as a subject matter expert in Conduct of Operations.

12.Serves as a subject matter expert in work planning and control processes.

13.Integrates moderately and highly complex project work with other LANL priorities and commitments and business imperatives.

What You Need

Minimum Job Requirements:

  • Expert knowledge in lock out tag out, industrial safety and hygiene, radiological controls including exposure controls, contamination controls, and engineering controls to limit risk.

  • Expert knowledge of Verification of Readiness to Start Up or Restart Nuclear Facilities process within the Department of Energy.

  • Expert knowledge and experience with document control, and records management processes required for work conducted in a nuclear facility.

  • Demonstrated ability to provide compensatory measures and meaningful corrective actions as warranted by observations, interaction, or Fact Finding events.

  • Demonstrated history of performance of nuclear operations including expert knowledge of interpretation and implementation of Technical Safety Requirements and Unreviewed Safety Question Determination process.

  • Demonstrated experience working with craft teams, communicating hazards, controls, and feedback associated with integrated safety management.

  • Working knowledge of labor agreements.

  • Expert knowledge and experience in nuclear facility operations requirements, including safety, safeguards and security, radiation protection, waste management, criticality safety, conduct of operations, and the integration of these requirements into a functional operational strategy.

  • Expert knowledge and experience with aspects of technical project management of programmatic readiness assessment requirements in a nuclear facility including plans of action, readiness review categories, finding evaluation and corrective measures, NNSA collaborative efforts in Federal Readiness Assessment; and managing change control and risk.

  • Extensive experience in an advisory role (e.g., subject matter expert, senior supervisory watch, conduct of operations mentor, etc.), interacting effectively with all levels of external and internal personnel; building trust; gaining consensus; and resolving conflicts.

  • Extensive experience developing, leading, managing, mentoring diverse project management teams, including supervision and development of employees.

  • Excellent oral and written communication and presentation skills as evidenced by presenting to stakeholders, etc.

DOE Order 426.2: Requires a Bachelor of Science degree in engineering or related science, 2 years of job related experience, and 1 year of nuclear experience.

Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is desired for this level.

Desired Qualifications:

  • Active Q clearance

  • Active HRP

  • Working knowledge of 10CFR851

  • Demonstrated history maintaining effective relationships with both internal and external oversight organizations

  • Advanced knowledge in technical or operational disciplines of the TA‐55 programmatic operations.

  • Experience using SharePoint document management and storage system.

  • Demonstrated ability to contribute to the development of new methods and process improvement initiatives.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
