Los Alamos National Laboratory Business Manager 4 – Cost Accounting Team (FIN-CAT) in Los Alamos, New Mexico
What You Will Do
The Lab invites you to join the Finance Cost Accounting Team (FIN-CAT) to provide financial operations support, reporting, and analysis related to internal indirect cost allocation, rate development and performance, compliance with applicable regulations and audit support. The Business Manager 4 is a group leader position that reports directly to Finance Division leadership. The Business Manager provides management, mentoring and training to a team consisting of four professional business analysts. The Business Manager interacts closely with the other managers and analysts in the Finance Division, as well as the Controller Division. The Business Manager has frequent interactions with NNSA personnel in the Management and Budget operations office in Albuquerque (NA-MB) and periodic interactions with the Los Alamos Field Office (NNSA-LA). The Business Manager is responsible for responding to various audit and compliance groups for information related to FIN-CAT job content.
The FIN-CAT Business Manager 4 oversees a set of highly visible processes designed to equitably allocate indirect costs to benefitting projects in a manner compliant with federal standards, regulations and LANL internal policies. Key processes include maintaining laboratory systems to track, categorize, report and forecast indirect cost allocations. The Business Manager 4 plays a key role in ensuring that these systems operate effectively, can be audited, and support management objectives and strategies. FIN-CAT monitors the performance of labor and overhead rates and provides analysis and communication to detect and prevent material cost variances. On an annual basis, the Business Manager 4 performs an important role to ensure that the fiscal year is closed within financial boundaries. The Business Manager 4 plays a key role in preparing annual and multi-year financial scenarios for use by management and external stakeholders, especially the NNSA. The Business Manager 4 serves as a subject matter expert and advisor on internal and external policies related to cost accounting and the internal LANL cost model. The Business Manager 4 is an important member of the Finance Division management team and will be expected to contribute to, and participate in, initiatives to motivate employees and improve divisional performance.
What You Need
Minimum Job Requirements:
Extensive working knowledge of financial concepts, including financial planning and analysis, budget formulation and execution, financial analysis, and general business operations. Extensive experience preparing and monitoring financial data and providing financial guidance and alternatives/recommendations to customers. Extensive experience identifying areas for improvement, including improving internal controls and business process efficiencies. Demonstrated institutional perspective; excellent professional judgement and technical acumen; demonstrated strong problem-solving skills in working on projects with a variety of complexities. Demonstrated ability to perform complex financial analysis.
Demonstrated experience and skills in management and supervision of employees in a large and dynamic organization, including succession planning, employee development and performance management. In-depth experience working in a complex organization with diverse operations, combined with a demonstrated record of effective teamwork and leadership. Excellent interpersonal, verbal and written communication and the ability to interact with a variety of constituents. Demonstrated ability to produce impactful technical writing and presentations to support policy development, process changes, impact analyses, and financial planning and actual results.
Excellent organizational skills with the ability to independently establish personal and team priorities, manage projects, and execute complex business and financial assignments. Excellent ability to perform tasks and projects within established timeframes and to deliver excellent, well vetted work products.
Bachelor’s Degree in Accounting, Finance, Business Administration or a related field from an accredited institution and 8 years of related experience, or equivalent combination of education and experience directly related to the occupation.
Clearance / Access to Information
Q Clearance (or ability to obtain this clearance level)
Strong understanding of federal appropriations law, Cost Accounting Standards, and Federal Acquisition Regulations.
Experience interacting with customers and work sponsors to increase understanding of project cost allocation methodologies.
Experience with Oracle Financials, or similar enterprise-wide financial system
Master’s Degree in Accounting, Finance, Business Administration or a related field.
Professional certification, e.g. Certified Public Accountant or Certified Management Accountant

This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
