Los Alamos National Laboratory NCERC Deputy Facility Operations Director (Operations Manager 5) in Las Vegas, Nevada

What You Will Do

The National Criticality Experiments Research Center Facility Operation (NCERC-FO), organization supports the execution of subcritical and critical experiments, measurements, and training at the National Criticality Experiments Research Center (NCERC). The NCERC Deputy FOD is responsible for assisting the NCERC FOD with all aspects of managing and maintaining safe, secure, and compliant mission execution. This includes establishing and maintaining all required nuclear facility processes, plan, and procedures to remain compliant with the facility authorization basis. The Deputy FOD supports NCERC operations at the Device Assembly Facility as well as other locations at the Nevada National Security site (NNSS). Successful mission execution will require effective communication with stakeholders and partners at LANL, especially the Nuclear Engineering & Non-proliferation (NEN) division, the Joint Laboratory Office-Nevada (JLON), the NNSS M&O contractor MSTS, and the regulator at the Nevada Field Office. NCERC is located in the Device Assembly Facility (DAF) at the NNSS. This position is a permanent duty station at the NNSS.

Duties include, but are not limited to the following:

  • Ensure safety, security, and regulatory compliance with safety basis and authorization agreements.

  • Determine organization objectives and interpret Laboratory policies.

  • Develop, maintain, and improve vital Safety Management Programs, including Conduct of Operations, Conduct of Maintenance, Configuration Management/Change Control, and Quality Assurance.

  • Ensure compliance with LANL/MSTS Safety Management Programs, such as Emergency Preparedness, Hoisting and Rigging, Radiation Protection, Qualification and Training, Fire protection, and nuclear criticality safety.

  • Ensure proper communication to employees and other organizations on the implementation of operational management policies, procedures, and practices.

  • Manage investigations following abnormal occurrences to identify and correct the cause of the event and properly report it in accordance with DOE and LANL directives.

  • Define and recommend organization objectives, develop specific short-term and long-range plans, and monitor progress to assure work objectives are attained and schedules are met.

  • Review, approve, and authorize high hazard nuclear operations.

What You Need

Minimum Job Requirements:

Technical Knowledge:

  • In-depth understanding and experience in nuclear facilities operations.

  • In-depth understanding of work hazards, safety practices, operating configurations, and facility policies and procedures.

  • Demonstrated experience managing implementation of Conduct of Engineering, Integrated Work Management, Quality Assurance, Training and Qualification, and Nuclear Maintenance Programs.

Communication:

  • Excellent written/oral communication skills to include the preparation of written report/presentations and interfacing with customer, partner and regulatory organizations.

Collaboration:

  • Demonstrated ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.

  • Demonstrated ability to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules.

Technical Leadership:

  • Demonstrated ability in negotiating with customers or management or attempting to influence senior-level leaders regarding matters of significance to the organization.

  • Excellent ability to identify problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management.

  • Excellent understanding of current business trends.

Education and Experience: Position requires a Bachelor’s Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, and as such, it requires a BS, 3 years of job related experience and 2 years of nuclear facility related experience.

Desired Skills:

Active Q clearance and HRP.

In-depth knowledge and experience conducting critiques, root cause analysis, and lessons learned.

In-depth knowledge of Los Alamos National Laboratory’s organizational structure and objectives.

Knowledge of JLON policies and operational familiarity with executing work at the NNSS.

Previous experience managing nuclear facility operations

Ability to manage risk, investigate alternative solutions, and determine necessary actions to improve operations

Ability to effectively communicate with senior-level leaders in adjacent position at LANL, MSTS, JLON, and NFO.

Location: This position will be located in Las Vegas, NV.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Where You Will Work

Permanently located in Las Vegas, Nevada, the NCERC-FO Organization, provides the capability to conduct hands-on and remotely operated experiments with significant quantities of nuclear material to a variety of national security programs. This capability, which became operational in 2010, supports both critical and subcritical experiments and training. NCERC-FO provides the operational backbone for the National Criticality Experiments Research Center (NCERC). NCERC operates four criticality assemblies that can be broadly categorized as benchmark, fast-burst, and general-purpose assemblies. These assemblies provide the capability to perform critical, subcritical, and fundamental physics measurements. The NCERC is operated within a hazard category 2 nuclear facility located at the Nevada National Security Site.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
